1 Welcome by the president

Dr. Brian Romberg welcomed the Assembly Members and invited guests.

2 Apologies for absence

Dr. Oscar Resburgo, Argentina, Dr. Lahoucine Ouragh, (Morocco), Dr. Sue Blaikie (New Zealand) was replaced by Dr. Pieter Verhoek, Dr. Tibor Brauner (Slovakia) would arrive late, Dr. Link Welborn (AAHA), Dr. Jason Shi (Beijing) was replaced by Dr. Xia Zhoafei, Dr. Carlo Eduard (Columbia)

3 Adoption of the Agenda

Amendments were made and the amended agenda was adopted

6 Officer’s reports

A President’s report
Dr. Brian Romberg spoke to his written report. Dr. Anjop Venker van-Haagen was thanked for her contributions to the association, having been a hard working chairperson of the Scientific Advisory Committee.
Dr. Romberg explained that the Microchip committee was sunsetted; however, the issue remains important to WSAVA but will now be dealt with by the Animal Welfare Committee.
Dr. Romberg then introduced a new WSAVA award: the President’s Award:
This award will be presented on a time to time basis by the President of the WSAVA to a member of the WSAVA in recognition of the recipient’s outstanding contribution to the association.
The recipient will be selected by the Executive Board.
The award shall be presented during the Assembly meeting and shall consist of a commemorative plaque, complimentary congress registration and two tickets to the formal congress social event.
Dr. Romberg presented the award to Dr. Hans-Klaus Dreier, Austria, in recognition of his services to WSAVA over many years.

B Secretary’s report
Dr. Anne Sorensen spoke to the written report, thanking the Assembly for the cooperation during her 4 years of service. She had chosen to leave the Board because of lack of time.

C Treasurer’s report
Financial Statements: Dr. Jolle Kirpensteijn presented the financial statement. A deficit had been incurred which had been increased by the writing off of outstanding debts, in some occasions of many years standing.
This resulted in a third year of deficit for the association.
Focusing on 2008, there will be more sponsorship, congress contribution is secure, more subscriptions will be paid, and a surplus is expected at the end of the year.
The dedicated accounts are in good standing with income meeting expenses.

Subscriptions: 30 countries have not paid in time despite bi-monthly reminders, with $10,000 USD outstanding in 2008. According to the constitution, associations that have not paid after 3 warnings should be expelled. While all efforts will be made to avoid this, there must be consequences for lack of payment.
The Mexican Association continues to owe the WSAVA past membership dues and the Congress levy. Dr. Kirpensteijn explained that in line with the recommendation from the Assembly in 2007, there is no option but to expel the Mexican association.
Dr. Larry Dee reviewed the constitution’s wording about membership and pointed out the difference between full membership and associate membership. The possibility exists for an association that has been expelled as a result of dues non payment to reapply for membership as an associate members once their outstanding debt has been paid up..
Dr. Ilir Kusi asked what happens to the CE contributions, if an association has not paid the subscriptions. Dr. Larry Dee explained that often the subscriptions are taken out of the money for CE.
Dr. Diane Sheehan informed the meeting that in the future there will be stricter budget control with the expected outcome being a stronger financial situation next year.
Dr. Julian Wells asked how the increase in subscription will be calculated.
Dr. Jolle Kirpensteijn explained that the calculated member association subscription fee will be raised by an additional 4.5% for 2009, equivalent to the cost of living increase (approximate inflation rate for Canada where the WSAVA bank accounts reside).

Foundation: Dr. Kirpensteijn also mentioned that a WSAVA Foundation has been formed, started by the generous sponsorship from Waltham and from Prof. Craig Greene. Further detail would be available at the Assembly in 2009

Financial Advisory Committee (FAC): Dr. Brian Romberg informed the meeting that Dr. Link Welborn has stepped down as a member of the FAC. The Executive Board has chosen Dr. Anna Worth (AAHA Representative) to take his place and her appointment was accepted by the assembly.
Dr. Umesh Karkare informed the Assembly that the FAC has examined the financial report of the WSAVA and have found that the report presented by the treasurer to be the true and correct situation. He proposed the acceptance of the financial report which was seconded by Dr. Roger Clarke.


7 Committee Reports

A Animal welfare:
Dr. Ray Butcher introduced and explained the UDAW (Universal Document of Animal Welfare): that animals are sentient, that animals’ welfare needs must be respected, and animal cruelty must end for good. He further explained that the aim is an endorsement of the principles world-wide and he encouraged all member associations to sign this document.
Dr. Butcher updated Assembly members on the Blue Dog project, a dog bite prevention program for children. It has been launched in many countries during 2007/2008, and it is not just for the veterinary profession, but is also used by psychologists, teachers etc. The target for the project is young families with dogs. Rabies Day Dr. Butcher spoke to this important subject and reported that that there will be an internet based information package about how to approach Rabies Day Member Associations agreed to be actively involved in this project and to back the concept wholeheartedly

B Continuing education:
Dr. David Wadsworth thanked the sponsors of CE: Bayer, Intervet Schering Plough Animal Health, and Hill’s Pet Nutrition. He also thanked those associations that are helping bring CE to countries in need. ASAVA, DSAVA BSAVA NACAM HVMS AFVAC NSAVA SVK Also he expressed gratitude to the CE Committee regional CE organizers: Dr. Lawson Cairns in Africa, Dr. Luis Tello in South America, Dr. Roger Clarke in Asia, Dr. Maurice Roze in French speaking areas, and Dr Didier Carlotti in Madagascar and Morocco

In 2007 there had been 30 CE meetings in 30 countries, with 3941 attendees, which equates to an average cost of $26.66 per delegate.
The different categories for CE help were explained with the ultimate goal being association self-sufficiency. The CE committee would be meeting during the Congress.

C Public Relations:
Dr. Luis Tello presented the new vision and mission statement. He mentioned the importance of increasing the knowledge and presence of WSAVA, the goals and activities, as there are many members who do not know much about WSAVA except the annual congress. Dr. Tello introduced the various WSAVA logos, highlighting WSAVA Projects. He then explained the PR activities - press releases, flyers, News Bulletins, articles in different magazines, monthly news, website, etc

D Hereditary Defects :
Dr. Urs Giger explained the work of this busy and active committee and thanked WALTHAM who supported the launch of the committee’s work. The goal is to create a web based resource to diagnose inherited diseases. Dr. Giger explained that now there is knowledge of 60 genetic defects in dogs, and 22 in cats.

E Gastrointestinal Project:
Due to a communication error, Dr. Washabau, Project chair, was not able to attend the Assembly meeting. However, he would be providing an update in lecture format as part of the Congress scientific program.

F Website:
Dr. Walt Ingwersen updated the Assembly members on website traffic flow statistics (steadily increasing). He also reminded members that it is a good spot for individual member associations to make themselves visible. He encouraged everyone to ensure their information was current and to provide member association news more often.
Dr. Ingwersen then thanked the persons helping with translation: Dr. Oscar Resburgo for translation into Spanish, Dr. Maurice Roze into French, and Dr. Jason Shi into Chinese.

G Scientific Advisory (SAC):
Dr. Anjop Venker van-Haagen explained that this committee was created to assist the WSAVA in its efforts to ensure that the scientific program at WSAVA congresses is of a high scientific standard. Also the SAC makes recommendations as to WSAVA Award recipients. As Dr. Haagen left the SAC, she expressed her best wishes for the future of the committee. Dr. Maurice Roze and Dr. Brian Romberg both thanked Dr. Haagen for her outstanding and hard work as chairperson of the SAC.
Dr. Claudio Brovida spoke as the Scientific Project coordinator about the scientific / academic work linked to WSAVA and said that the standardization projects would all ultimately benefit the private practitioner. He mentioned the current active WSAVA standardization projects.

H Standard Operating Procedure:
Dr. Anne Sorensen went through the proposed changes to the Standard Operating Procedure: The Representative of an association at a WSAVA congress shall only receive complementary congress registration and complementary tickets to the social events if their subscriptions are paid up at least 2 months prior to the Assembly meeting.
The proposed change was accepted by the Assembly.

I Strategic Planning:
Dr. David Wadsworth pointed out some of the key goals of the WSAVA:
1 Build WSAVA globally
2 Advance WSAVA through Animal Welfare
3 Provide both regional (CE program) and global (Congresses) CE
Then he emphasized that attaining the first goal means that there has to be active marketing and PR and therefore there must be committees to plan the future.
The second goal is difficult to reach without having working parties to identify the projects and find funding for the work.
For the CE and congresses to run successfully there must be continual improvement. The CE programs are considered essential for WSAVA.
Then Dr. Wadsworth explained about the plan of dividing the Assembly members into 6 groups, to meet the next day, to discuss the Strategies of WSAVA with an elected representative from each group to share the results of their discussion with the Board later in the week. In this way the Executive Board would get valuable input from the Assembly Members. If this functions well the procedure would be repeated at future congresses.

8 Election of officers

Dr Romberg automatically fills the post of Immediate Past President and Dr Wadsworth was elected President. Prof Dr Jolle Kirpenstein was elected President Elect. Dr. Luis Tello was elected as the new Vice President and Dr. Walt Ingwersen as the new Honorary Secretary.

9 Liaison with other organizations:

Dr. Hans-Klaus Dreier, Austria, informed the Assembly that in Austria legislation has now been passed whereby every dog must have a microchip.

Dr. Andrew Byrne (FECAVA President) told the Assembly that being Irish he was proud that the congress was located in Dublin and that FECAVA has cooperated closely with the organising committee.

Dr. Tjeerd Jorna (World Veterinary Association President) was thankful for being invited. He mentioned that there are many global veterinary issues to address and gave zoonotic diseases as one example citing that 86% of diseases in humans come from animals. His vision was that all veterinarians in the world would be united in one association.

Dr. Colin Burrows (TNAVC) mentioned how the cooperation between WSAVA and TNAVC is growing.

Dr. Maurice Roze pointed out that FAFVAC’s last congress was in Quebec and the next will be in Lille, as a joint congress with the French Association.

Dr. Roger Clarke reported on the Asian Federation, that FASAVA were to have a council meeting the next day, and any Asian colleagues were welcome to attend.
The 2nd congress of FASAVA would take place in Thailand from November 1 to 3, 2009. After that the next congress will be in conjunction with the WSAVA Congress on Jeju Island, Korea, 2011.

10 Congress Reports

A Sydney 2007 post-Congress report:
Dr. Diane Sheehan presented a short report. The congress was a success, both socially and economically. There were 1961 full paying delegates. She thanked all those who had been involved in helping. Dr. Roger Clarke also expressed how proud he was of the congress in Sydney.

B Dublin 2008 report:
Dr. Nicola Neumann assured that this congress was going well and all expenses would be met. There would be around 1,700 people in attendance. She was happy that 1000 delegates came from outside Europe. Also Eastern Europe was very well represented. She had hoped for a good mix of nationalities, and this was met.

C Sao Paulo 2009 report:
Dr. Marco Gioso talked about next year’s congress. He advised the delegates to make reservations soon if their choice was the Hotel Trans America as there was only limited rooms available. Then he gave a short overview of the scientific program.

D Geneva 2010 report:
Dr. Christophe Amberger gave a brief power point presentation, to welcome delegates to Geneva. He mentioned that the expected registration fee would be similar or slightly less than that for Prague.

E Korea 2011 report
Dr. Junghee Yoon showed a presentation made by the Local Organising Committee. Dr. Jung Ko showed a short video from Jeju Island. Preparations going to plan.

11 Changes to constitution

Dr. Larry Dee explained that “Small Animal” would be replaced by “Companion Animal”, except in the headline, the name of WSAVA. The Assembly voted and the majority was for the change.

2.3: the word “contribution” would be replaced by “dues”

2.5: new addition: when an association applies for membership of WSAVA, a representative from the association must be present.

3.5: an addition will state, that if previous year subscriptions are not paid, there will be a loss of the right to vote at the Assembly Meeting

12 Congress Bids

A 2012
The British Small Animal Veterinary Association (BSAVA) was the sole bid to host the congress in 2012. Dr. Ed Hall presented the bid and all members of the assembly voted in favour of the BSAVA hosting the 2102 WSAVA congress.

B 2013
Dr. Jolle Kirpensteijn explained to the Assembly that the Executive Board has been in favour of a WSAVA Congress in North America and encouraged the AAHA to submit a host bid. AAHA agreed to this and Dr. Anna Worth was allowed to make a presentation. Dr. Worth explained that in order to make a reservation at a congress centre in Washington (the most desired place for AAHA to hold the congress) in 2013, it would be necessary to have bid acceptance from the Assembly this year, The Assembly debated and rejected considering a bid five years in advance of the proposed congress date ( The SOP states 4 years ) Bids will be presented in 2009

The New Zealand delegation, represented by Dr. Pieter Verhoek was also allowed to make a short presentation to as his association also intended to present a bid to host the congress in 2013.

13 New member association applications:

A Full membership: applications received from:
Venezuela Small Animal Veterinary Association
Montenegro Small Animal Practitioners
Indian Federation FSAPAI (PPAM withdraws)

Dr. Larry Dee said that according to the constitution a member association must have 100 members or more, but this could be waved by the Assembly. Otherwise there was the possibility of associate membership, where there is no voting rights, but in all other matters the same conditions.
Also, it was agreed that for a membership application to be heard and subsequently voted on, an association representative must be present at the Assembly meeting.
As there was no association representative from Venezuela, its application was withdrawn
The other 2 associations were accepted as full members of WSAVA.

European Veterinary Conference “de Voorjaarsdagen”
ECCS was accepted as an affiliate WSAVA member
de Voorjaasdagen was declined

14 Any other business

Dr. Peter Ihrke encouraged to look at different categories of membership, based on the previous discussion.
